Subject:          Personal Reference Woodson “Chip” Philbin

I have personally and professionally known Woodson Philbin for over twenty years.  As a long time, commercial banking loan officer in the greater Sacramento area, Woodson referred real estate customer loan (prospects) to me. These prospect loan applications were professionally packaged with financial and background information. Woodson would also provide budgets and cash flow analysis based on the investment economics.  The commercial real estate loan packages were always well thought out resulting in expediting the lending decision.

I have also facilitated commercial real estate loans on a direct basis for him.  These direct loans assisted Woodson in buying and frequently improving subject properties.  He has a keen sense of commercial real estate investment opportunities.  Whether the properties were apartment, office, or retail; he would identify ways to improve the properties income stream.  He frequently acquired properties in need of structural and leasing improvements.  With the Bank’s loan he was able to complete the necessary improvements, resulting in maximizing the properties income stream and realizing greater property value.

Throughout our acquaintance, his referrals and direct lending opportunities were managed in a most professional manner.  Woodson always adhered to required covenants and conditions as required.

I consider him to be A conservative but well-informed investor.  He evaluates all opportunities to identify potential risks, along with positive returns.
